А кто писал вводную? Существует два вида лобби по данному вопросу, как я понимаю, это фармацевтические корпорации, прежде всего (и у них должно быть сильнейшее лобби на всех уровнях, от Конгресса, до откатов врачам в экс-СССР), и во-вторых, с/х корпомонстры типа Cargill, Tyson Foods, Monsanto. ::: Законы просто так ниоткуда не берутся. Как говорит Жирик, сначала в правительство въезжают чемоданы (с деньгами), потом решаются все вопросы. РФ не проводит независимой политики в отношении фармации. ТНК насилуют всех, начиная от Конгресса США и кончая ''российскими'' журналами "Здоровье" и пр. Скорее всего, селекционные законы РФ принимаются под давлением запада (детально пока не изучал, ст. 13 и 8 раздел закона об этом конкретно свидетельствуют). Может до с/х корпорации ещё не добрались (надежды юношей питают), но в таком случае это дело будущего. В США потребовалось пару десятков лет, чтобы выдавить мелких фермеров с с/х рынка. Закон и часть ГК о селекции, в принципе, открывает путь западных корпораций на с/х рынок России. Приходится признать, я написал херню. Копирайта на гены пока нет, по крайней мере я такого не нашел. В основном применяются патенты и специальный вид исключительных прав.
